Section 5.13.2 says:
It must have fewer release-critical bugs than the version currently
available in testing
While http://www.debian.org/devel/testing says:
It must have fewer release-critical bugs than, or the same number as,
the version currently in "testing"

The latter is much more practical, otherwise packages without RC bugs in
testing couldn't be upgraded. ;-)
