mdadm: configuration file requirement

mdadm now needs a configuration file to assemble MD arrays (RAID)
from the initial ramdisk and during the system initialisation
sequence. Please make sure to read and act upon the instructions in
/usr/share/doc/mdadm/README.upgrading-2.5.3.gz after the package has
been upgraded *and before you reboot*. The latest version of this
file is available at [0]; please consult it in case of problems.

I have commited this change to the release notes now (and replaced the
section for sarge how to upgrade to mdadm).
