Bug#380458: developers-reference: "Debian Developer" and "Debian Maintainer" confusion

The "Developers Reference" for Debian uses the terms "Debian Developer"
and "Debian Maintainer" in an interchangeable manner in many places.

This is mostly OK since a "Debian maintainer" could be a non-DD
who maintains packages.

But, in section 2.3 paragraph 4 (and other places) it mentions that a
NM applicant needs to have their GnuPG key signed by an existing
*Debian maintainer*.  In this case it ought to say "Debian developer".
