I want to add my 2 cents as well:

Converting the text file to UTF-8 is trivial by adding a iconv line to
the Makefile. There is also experimental UTF-8 support (only for
Ukrainian ar the moment) in debiandoc2sgml which will be extented ...

I'm not sure whether you know that PDF support in DocBook XML is in a
bad shape. It's not possible to create Japanese PDF files. I know that
the Japanese translation is outdated nevertheless it may be useful to
other persons (for example to find new translators). That's one of the
reasons why I added this translation build again (was also still referenced
by DDP).
