Bug#361744: developers-reference: word choice in section 6.5.2.2

I happened across this while browsing through the developers' reference.

In section 6.5.2.2 ("Be kind to translators"), the current version says
"Most active translators are very reactive".  In the context, I think
this should instead be "Most active translators are very responsive".
Reactive would imply that translators don't do anything unless prompted,
which isn't really what this sentence is getting at.
