Bug#356643: developers-reference: binary package removal docs

Package: developers-reference
Severity: wishlist

I could only find information about source package removal (requiring a
bug filed against ftp.debian.org) in the Developers' Reference, but that
section doesn't note that those instructions are only for source packages.
Binary packages are apparently removed semi-automatically once their
source package stops building them and don't require a buf filing.

Could you add a mention of that to 5.9.2, or somewhere else appropriate?
Thanks!
