Yes the problematic manuals have a h2 heading. Therfor above should
be one, too - or all headings there h2.

That is the problem. I thought about that.
doc has a main index, so I think, ddp is the ddp project page mainly
for those working on docs.
A H2 below the H1 could be "DDP work"
THis is
why I made the heading there H3. If no heading h2 is added the
logical order would be using H2 for 'Manuals" and so on.
I feel that the headings for the categories are too "heavy" now
that they
are H3 _and_ all caps. This could maybe be solved by not using all
caps,
thus "Manuals", "Current topics", "TODO list". Of course, this will be
tricky for translations.
Some of the translations moved already partly to mixed case. I do not
see, where it si tricky, if the translators change the case themselves.
What, if I commit the changes without touching the translations, so
that those files are valid HTML and can be changed then?
But I'd love to have the h2-decision before commiting.
