This is an separate issue. If someone cares to put extra safety net to
BTS by requiring mail confirmation to close bug entry from another
package, mistake may reduce. Currently, it is done often and somewhat
accepted practice to do so if not recommended.

If closed with -done, it will send a message to updated new address if
submitter is careful updating BTS by control@b.d.o . If temporarily down
for short period, mail agent will send mail later, normally. So I do
not see issues here.
