RFH: FAQ bugs #342790 (logging upgrades) and #342823 (lsb)

Hi,

The last few days I've been commiting on the Debian GNU/Linux FAQ.
(Thanks Javier Fernández-Sanguino Peña, Frans Pop and Joey for getting
this going.)

Currently there are two issues I'm struggling with.  I've submitted
these as bugs: #342790 (document how to log package upgrades) and
#342823 (Debian and LSB-compliancy).  Comments on the proposed wording
are very welcome.
