Hi,

http://lists.debian.org/debian-devel/2005/01/msg01651.html and the
surrounding thread suggests that mia@qa.d.o is the appropriate address to
use if one suspects a maintainer is MIA, as opposed to debian-qa@l.d.o.

The attached patch applies this change to the MIA section of the dev-ref.
