[release-notes]: ja translation update for 1.10 -> 1.38

Hello,

here's a Japanese (ja) translation of Sarge release notes, which
responds to 1.38 English version. Of course we know the currenet
HEAD is pointing to 1.40, and we are making effort to completely catch
it up. I checked that this patch does not break any build process with
all formats and all architectures. Would you please commit this patch
to the repository at this time? And please wait the next patch(es).
