The text files are actually based on the Web CVS so it's better to start 
off a web translation project and add them there. For information about 
Debian's website check out www.debian.org/devel/website

As for the FAQ translation, that's currently managed on the documentation 
CVS. If you provide (at debian-doc@lists.debian.org) all the sgml file 
someboy could check it in the CVS repository and have it published on the 
website (check out www.debian.org/doc/cvs)

You don't need to create a package. Actually, I can assure you that most 
people will not be aware of this information if you only make a package (as 
few will install it, see the data related to the doc-debian-XX packages at 
popcon.debian.org)
