The resulting files are available at
http://www.debian.org/releases/sarge/<arch>/release-notes/
on any Debian mirror. Only the index file you mentioned above
is only available on my page.
The release-notes are build daily on www-master:
49 14 * * * /org/www.debian.org/cron/lessoften
The logs are available at
http://www-master.debian.org/build-logs/ddp/
(The logs of my page would not help you much as mine is a Sarge system.)
I will look into why the PDF version is not linked as it is build...
(go to the txt version and replace .txt with .pdf in the URL to see it
for now)

The release-notes were moved from boot-floppies to DDP between woody
and sarge. I will look into this.
