[maint-guide.zh_CN.ps] Error 1

I do not think debiandoc-sgml is CJK compatible for PS/PDF.
You need manual tweek, I think.

I moved maint-guide down in build sequence since it has been broken for
last 5 days.

If you think about it, it is an achivement debiandoc2latexps works for
Russian :-)
