Yes, this seems like a bug in the release notes. Cc'ed debian-doc for

That only affects packages that use debconf - don't expect it to be able
to reconfigure every package. Use of debconf is by no means general or
mandated, although it's getting more popular among developers.

fooconfig programs are typically for packages that require complex
configuration, and for the most part I'd say they predate the use of
debconf.

Have a look at the fai ("Fully Automatic Installation") package.
