You missed the point. Nicolas wrote a manual, who could be listed on
http://www.debian.org/doc/user-manuals
He explains how to localize a Debian box for French speaking users, so it is
written in French. I could have added his manual on our translated page, and
will now. Don't know why I always try to litterally follow English pages :)
But this is not what Nicolas was asking for. He would like his manual being
part of the DDP, which seems reasonable because his manual is really valuable
for French users. Putting his manual under
http://cvs.debian.org/ddp/manuals.sgml/french-user/?cvsroot=debian-doc
is not a good idea, because
a) this manual is written in French, some people could ask why a manual
under manuals.sgml/ is not written in English ;)
b) if similar manuals do exist in other languages. DDP hierarchy might
become confusing.
In order not to bloat top-level DDP directory, he then suggested to add
a special directory, in which untranslated manuals could live.
I was not there when http://www.debian.org/international/ has been created,
but from what I read it has been for the exact same reason.
So by analogy, Nicolas suggested to add a manuals.sgml/international/french/
directory in which his manual could grow.
I find this idea very interesting, and hope it will receive positive feedback.
