New web page + "Debian Reference" + "Debian Quick Reference"

Since DDP has moved to woody, I updted Make script for "Debian Reference".

Now under "http://www.debian.org/doc/manuals/";, there are "en/", "fr/',
"it/", .... You can get TEXT, PS, PDF file there.

Also, I updated web page to locate them it easily by arranging them into
tables.  See "http://www.debian.org/doc/user-manuals#quick-reference";

I think all DDP document which has multiple output should do similar.

This file arrangement is consistent with what I proposed to install
files under /usr/share/doc/Debian. So publish script can easily be
shared :)

Any opinion?
