Fix to woody release-notes.txt

Hi folks,

   I didn't find any section in BTS to report bugs about the file
release-notes.txt of woody, so I'm sending it to this list.

   The section 3.1.3 says that "tar" has changed the option "-I" to
"-j". In this section there should be an advice recommending users to
write scripts which use "tar" using --bzip2 instead. The --bzip2
option will run both potato and woody.
