OK, but here's the best of all possible worlds IMHO:

A user installs Debian, and part of that process is choosing and
generating locales. Every time she installs packages after that,
whether localized 'code' packages, code with localized docs, or
localized doc packages, only those versions of the code and docs which
match her locales get downloaded and installed. For a person with only
fr defined, however, if a package hasn't a fr version, the en version
comes instead.

The computer as seen by the user, should be a fr computer with some 
unfortunately behind-the-curve programs and documents which haven't 
gotten the attention of an enlightened programmer and/or fr translator
yet.

I know that's not gonna happen this year or next, but whatever we come 
up with should allow that scenario to develop, I think.
