http://www.debian.org/doc/docpolicy does not state it is a fact that the
*main* documents is always english and from that language it is translated
into other langugages. Thus, all documents will be update in english but
might be out of date for other languages.
	If we provide "tabula rasa" for all locales we are hiding the fact
the the "normal" procedure is the one stated above. Users might then be
tempted to think that their XX document is the latest version without
checking the main one.
	IMHO the policy should state english is the preferred language for
Debian documentation. Since this is the case *both* for the DDP and the
WWW server. This does not imply that there might be documents only
available in other languages (doc-debian-fr is an example here), since
that might be appropiate in many cases.

	Using english as the main language for documents (as we do for
mailing lists), and that is widely accepted,
improves the chances that a document useful for users will be translated
to many more languages.
