Do the manuals appear anywhere apart from
http://www.debian.org/doc/<manual-name> ?

What are "the DDP pages"? http://www.d.o/doc/ddp/ ? The page links to
http://www.debian.org/doc/devel-manuals#maint-guide and that one - to
http://www.debian.org/doc/maint-guide/ ("Released version"). That page
provides different translation via content negotiation, but
index.pl.html isn't there.
