IIRC, I last saw an error like this when trying to run
docbook-to-man (which uses jw on the backend) on a DocBook XML
document. Once I converted the document to SGML (removed the xml
declaration and changed the doctype declaration), the problem
went away.
My apologies if that isn't terribly helpful; I'll try to
duplicate the problem later if time permits and no one else has
come forward with an explanation.
