Why /usr/doc AND /usr/share/doc



Hi,

I'm still pretty new to debian: But what is driving me
crazy is  that  almost(!) all subdirectories in
/usr/doc are also symbolic linked from /usr/share/doc
sometimes just the other way around ....
(e.g. 'kde' is only in /usr/share/doc, but others like
'kde-base' are in both)

WHY ?  why is not just /usr/doc a symlink to
/usr/share/doc.
