I am sorry for the confusion!

It is still there!

However, you cannot get there from the Debian New Maintainers'
Corner, http://www.debian.org/devel/join/newmaint

Before the changes, there was a link in the New Maintainers'
Corner page, or from the Debian Developers' Corner.  I 
bookmarked the page, so I can get to it.  The link is no
longer there now.

I think it is more convenient for newcomers like me, to be 
able to find it on either two above pages.  With limited
knowledge, we tend to browse these pages more often.  This
guide is of tremendous help in getting started quickly.
