how are entities handled

hi,

i just discovered the following in the defaults.ent file of the
boot-floppies' documentation:

<![ %official-web-build [ <!entity downloadable-file "&url-boot-floppies;"> ]]>
                          <!entity downloadable-file "&path-to-top-level;">

ok, so, if a document for the web is built the first rule applies.
the second one applies everytime. now, which one is taken when,
for instance, i use the following:

<url id="&downloadable-file;images-1.44/base-2.bin">

and i do an official web build, so first the first one with the
reference to the url of the boot-floppies is inserted and then
the pat-to-top-level? or what's the correct order of this?
