Aren't the packages stored in /var/cache/apt/archives ? Any package needed for installation that is fetched from the network is stored in the /var/cache/apt (and the partial/ subdirectory, during download), so you must make sure you have enough space before attempting to start the installation. With a reasonably extended Debian installation, you can expect at least 300 MB of downloaded data.
