I think the debiandoc-sgml i18n and l10n documentation is lagging a
bit. Anyhow, you *can* specify character set and language currently.
See the boot-floppies source right now (from CVS) for the best
example, or else the developers-reference for a rather undeveloped
(I'm working on it!) example.
This is an issue where we the debiandoc-sgml-doc package really needs
to be beefed up. I think we need a description, guidance, and even
maybe more technical tools to help maintainers of localized
debiandoc-sgml-based documentation.
