Debian Network Administrators Manual

I have volunteered to take over maintanance of the Network Admin Manual and
Oliver has handed it over to me.  (probably with glee...which scares me. :))

I plan on making this one of my main projects and focusing heavily on it.  If
anyone has any comments or concerns please let them known.

I have also asked that Oliver keep a close eye on me for a bit since this is all
new to me.
