Webpages and CVS now fully operational

The CVS server at cvs.debian.org is now fully operational, and is updating
the webpages at 12 hour intervals.

I have added the text that I and Havoc put up last year for the User's Manual
(now the User Reference Manual).  More text is urgently required.

Target: a full manual set for 2.1. Can you do it?
