So what you want can be done either by making a similar tool and integrating it into the Release Team workflows, or, probably, changing the transition tracker condition for your specific library (ffmpeg) to also match Recommends. I don't think most of other shared library packages are in some Recommends.

The transition tracker can use Recommends, see some old transitions for examples:
