How do you generate and sign potentially hundreds or thousands of
sourceful uploads for these dependent packages?
binNMUs are not possible when these dependent packages are arch:all.
The typical "Built-Using: sphinx" is not a problem in arch:all packages,
but (Static-)Built-Using for target binaries is a problem in arch:all.
