Nope.  This is no Debian anymore.

Thanks, and just to clarify: adding a separate archive is not permitted
for a Debian Blend either?  That is, in a non-Pure 'Debian Blend'.

If it's not "pure", then indeed it's not Debian anymore. Nothing wrong with that - many such projects exists, many of them also with DDs involved.

You may also want to investigate the build tools of these projects.
