PRRTE is an existing component of OpenMPI / PMix used to
control the runtime environment.  An embedded copy is present in Debian
in OpenMPI, but upstream now recommend we use an external copy
to keep up-to-date with bugfixes, etc.

I plan on maintaining this within the Debian Science team.
