node-ts-patch patches typescript to allow custom transformers
(plugins) during build. Plugins are specified in `tsconfig.json`, or
provided programmatically in `CompilerOptions`.

This package is also a good replacement for ttypescript (missing in
Debian).

This package will be maintained under JS Team umbrella
