Thank you for wrapping my idea in better words - that's exactly what I
had in mind. Defining responsibilities and having a clear plan for
removals would indeed help us handle such situations more effectively.

Actually, my initial wording may have shifted the focus into an
unfortunate direction. What I really want to discuss is whether package
removals - both the routine ones we already handle regularly and
possible "emergency" cases - should explicitly fall under the
responsibility of the Archive Operations Team.  I'd very much appreciate
feedback on whether that seems sensible.
