That might be possible for software not accessible over the network in
any way.
For software that is network-accessible, the AGPL is a clusterfuck and
in practice very very hard to comply with so that it is more reasonable
to use some other software instead.
The last BDB release (18.1.40) was also over five years ago, the last
mails on the mailing list[1] are from 2018-06 which doesn't look very
healthy at a quick glance. So one should probably move to an
alternative even when there were no license problems.
