RFH:quilt and gbp pq

Hi there.

I am struggle with gbp buildpackage for build.

I am trying to fix FTBFS bug.

I wrote inital fix code. But I do `dpkg-source --commit`
dquilt (see
https://www.debian.org/doc/manuals/debmake-doc/ch04.ja.html#gbp-setup)
or gbp pq import failed. That is why I am still struggling with
setting. I just wanted to build fix code.

gbp cloned repository has already applied quilt patches.
But dquilt says no quilt patches applied. I am confuseding.

In the gbp cloned reposity, I do `gbp pq import`
said:
