The first thing is to go ahead and step up to offer co-maintaining
systemd. bluca has stated multiple times that he is overworked. His
erratic decisions¹ are hurting the package and Debian.
I think that a package THIS important MUST not be maintained by a
single individual, if only because of the bus factor.
Sadly, I cannot contribute since I have had trouble with systemd
upstream, and my name popping up inside the package is going to alienate
the already difficult upstream.

¹ aside from the unacceptable handling of this release critical networkd
bug, the sysctl change that made routers end up in a non-routing state
after the upgrade (we recently documented that away by adapting the
release notes) and the "harmless" tmpfiles.d related message that keeps
popping up colored in bootup logs, confusing not only beginners and
leading debugging people into the wrong alley come to my mind.
