I'm not sure that Salsa is any different than GitHub here, honestly. These
expectations are pretty unrealistic for GitHub as well. It's very common
for people to do new releases of packages maintained on GitHub without
looking at the open PRs.
I think this is just a case of people assuming that everyone else does
free software maintenance in the same way that they learned how to do it,
which is very much not true.
