Summary: When switching focus to another monitor, the language indicator and program panel dont't move to the active screen.
Steps to Reproduce:
1) Open multiple monitors setup.
2) Switch focus from one monitor to another.
Expected Result: Both the language indicator and program panel should move to the active monitor.
Actual Result: Both the language indicator and program panel remain on the previous monitor.
