The Linux kernel is probably the most prominent example of this use case
and I can't come up with another package that has this kind of
complexity, but I actually tried to take a few steps back from the
kernel and to look at the challenge from a more general point of view.
That didn't work though.
I'd also like to mention that a lot of things have changed in this department
recently. For example, the toml config format was only introduced in kernel
version 6.7 and more and more things have recently become configurable via
toml.
The last time I looked at the Debian kernel packaging was 20 years ago.
Glad to hear that things have become simpler.
