The program definitely exists; what we currently lack are students
interested in learning how to package for Debian. In the specific case
of the Debian Med team, this may be partly due to the widespread
popularity of Conda in the bioinformatics community. Researchers and
practitioners often see little incentive to engage with Debian packaging
when Conda provides ready-to-use packages. Even though the Debian Med
team can articulate clear benefits of contributing to Debian, our
outreach efforts have not led to significant engagement—potential
contributors simply do not get in touch or ask questions.

That's correct but should not prevent other teams to start the same.
On the contrary-I've always seen several processes in Debian Med as
some example case ready for copying (and Mechtilde obviously got the
idea as she wrote in her mail.
Beyond this specific Debian Med issue, my general impression is that not
many newcomers are currently queuing up at Debian’s gates. The overall
influx of fresh contributors seems lower than it once was, and
attracting new participants may require renewed strategies and broader
community effort.
