It would be interesting to check if the recent trend (e.g. last 2 or 3
years) is similar. If so, it's certainly worth the trouble to try to
minimize the rejection rate to reduce the ftp masters workload and their
processing delays. Having new packages sponsored and thoroughly reviewed
by another DD could help to weed out common causes of rejection, and
maybe in compensation if we don't want to make this mandatory for all
packages the sponsored packages could be processed in priority by the
ftp masters.
