I am not an expert on format=flowed, so I can’t vouch for the following myself, but I thought it was interesting that the article above linked to the following:

Which has instructions for disabling format=flowed, saying it caused problems. I’m not sure how much OpenStack represents general consensus for what works best on mailing lists, but it is at least one data point.
