I am in favor of moving the man pages out of the multiarch library package
and into either libpam-doc or libpam-modules-bin. I don't have any strong
opinions between that choice of packages.
Putting anything other than the minimum required and ideally all
multiarch-aware files into the packages intended to be coinstalled in a
multiarch situation is asking for trouble, IMO. Those packages should be
as minimal as possible to deliver their functionality, for exactly the
reasons you describe.
