Built-Using vs Static-Built-Using

Hi,

I've been parsing a few package lists lately for nefarious reasons. Some 
packages have Built-Using or Static-Built-Using tags, which seem to 
serve the same purpose.

Is there a subtle difference I need to be aware of?
