It is possible to set a default configuration file (and I've been using this on my poke own gitlab-ce instance for several years now).
I don't know whether this also works for shared recipes.
I'm pretty sure, there's no way to specify both a preferred ci-config *and* a fallback.


However, in any case changing the config only affects *new* projects (created after configuring that setting).
