Good idea.
To sum up all suggestions until now:
Some packages will be maintained in a default-open way and outside a
specific team, with an ethos similar to that of
https://wiki.debian.org/LowThresholdNmu (= feel free to fix bugs and
imperfections, but talk with the others before big changes).
Technical aspects:
* Maintainer: Debian contributors <collab-maint-devel@lists.debian.org> [1]
* Uploaders: the DD and DMs that have more experience with this package
(but not "responsible")
* The Git repo will live under https://salsa.debian.org/debian/
* Changelog entries will start with "Team upload"
The packaging layout and workflow are open questions. And perhaps they
are best left open for the foreseeable future. For the moment, let the
first packager decide; changes can be done later after discussion with
others who participate.
What is needed to make this a reality:
* Some sort of consensus (but not much, given that this is a fully
voluntary effort).
* A new mailing list [1].
* Maybe lintian must be somehow adapted?
* Maybe tracker.d.o and DDPO should explicitly know about this?
[1] The collab-maint-devel@alioth-lists.debian.net referred by
https://wiki.debian.org/CollaborativeMaintenance no longer exists (or it
never existed), so a new one is needed to avoid flooding d-devel@.
