libntruprime is a Streamlined NTRU Prime microlibrary.
libntruprime has a very simple stateless API based on the SUPERCOP API,
with wire-format inputs and outputs, providing functions that directly match
the KEM operations provided by Streamlined NTRU Prime, such as functions

ntruprime1277.keypair()
ntruprime1277.enc()
ntruprime1277.dec()
for the ntruprime1277 KEM.
