What is "RC" is defined by the release team, not by policy. The release team has clarified that these bugs are not RC.
My mistake, I conflated policy violation and RC. Other than that, my original point stands: if you think Policy is wrong, please help fix it, don't dismiss it as "outdated" and filled with "many bugs".
